Urgent Elevator, Escalator and Conveying System Code Changes


This first bulletin will discuss the new 150+ pages of Code the NY Council and the Department of Buildings (DOB) recently issued for a new, upcoming law. Subsequent bulletins will follow, as it is not easy to consolidate this much code verbiage into a single document. Vertical Systems Analysis (VSA) has broken the information down for you. However, there are some details the DOB has not yet issued.

The new code is effective January 1st, 2022. Time is of the essence, to provide our clients and prospective clients with all the details. They will need, each elevator and escalator as well as other conveying systems to have a new yearly Periodical Inspection (PI).

We have listed the main changes you need to know. Then we have provided a summary of the changes. We hope this makes for easy reading and insight, as to what the DOB expects from Owners/Managers of buildings, for all forms of Vertical Transportation (VT) in 2022. This Bulletin will focus on elevators and escalators, in regards to testing and inspections.

• All forms of Conveying Systems have new requirements and rules. • Owners are now required to perform an additional elevator Inspection/Test each year, a Periodical Inspection (PI). • All NYC Tests and Inspections have changes with respect to Periodic Inspections, Cat 1, Cat 3 and Cat 5 Tests. • It is IMPORTANT to act quickly to comply, as some units may need 3 separate tests in 2022. • The DOB has shortened all compliance and filing times, in addition to adding new procedures. • All passenger, freight and escalator units must now have a maintenance contract in effect. • Vertical Transportation requirements just became more strict and operating expenses will increase. • Fireman’s recall requirements will be enforced on all Periodical Inspections and Cat Tests. • Tracking Services will be required to comply with the new rules, regulations, and filings to avoid penalties. • Filing Fees, Fines, Forms, and other changes have not yet been provided by the DOB.

Note: All Testing/Inspection required must be performed by a NYC License Agency and that agency cannot be affiliated with companies performing maintenance on the equipment. VSA is available to answer any of your questions on the new requirements.
