Effective since January 1, 2022, the New York City Department of Buildings (DOB) implemented updates to its code governing elevators, escalators, and other conveying systems. A new requirement for an annual Periodic Inspection (PI) was introduced as part of these revisions. Scope of the Updated Code

The revised regulations now cover elevators, escalators, and various additional conveying systems operating within New York City.


Annual Periodic Inspection Requirement

Building Owners and Property Managers are required to perform yearly inspections to confirm compliance with municipal safety regulations and ensure operational integrity.

Purpose of Compliance


Periodic Inspections are intended to:

  • Confirm adherence to updated safety standards

  • Address evolving technology requirements

  • Safeguard building occupants and the general public


Significant Updates to Periodic Inspection (PI) Requirements


Testing and Inspection Modifications

The updates impact Periodic Inspections as well as Category 1, Category 3, and Category 5 testing procedures.


Mandatory Maintenance Contracts

All passenger elevators, freight elevators, and escalators must now be covered under active maintenance agreements.


Expanded Vertical Transportation Standards

The enhanced regulatory framework may increase operational expenses associated with compliance.


Fireman’s Recall Enforcement

Fireman’s Recall functionality will be evaluated during all Periodic Inspections and applicable Category tests.


Tracking and Compliance Monitoring

Building Owners are required to implement tracking systems to meet new regulatory, documentation, and filing obligations and to prevent enforcement penalties.


Administrative Revisions

Filing fees, penalties, and required documentation have been updated. Compliance deadlines have been shortened, and new procedural requirements have been introduced.


Multiple Testing Obligations

Certain units may be subject to as many as three separate testing requirements.

Licensed Inspection Agencies

All inspections and required testing must be conducted by a DOB-licensed inspection agency. The inspecting agency must remain independent and cannot be affiliated with the company responsible for maintaining the equipment.
