As of January 1, 2022, the New York City Department of Buildings (DOB) updated its code to include elevators, escalators, and other conveying systems. A new annual Periodic Inspection (PI) requirement has been introduced as part of these changes. Below is a summary of the key updates and requirements for clarity and compliance regarding Vertical Transportation:

Scope:

The updated code now applies to elevators, escalators, and various conveying systems.

Annual Periodic Inspection (PI):

Building Owners/Managers are mandated to conduct yearly inspections to ensure compliance with city regulations and maintain safety standards.

Compliance Objectives:

Periodic inspections verify adherence to safety regulations, address technological advancements, and promote the well-being of building occupants and the public.

Key Changes for Periodic Inspections (PI):

  • Testing and Inspections:

Changes affect Periodic Inspections, Cat 1, Cat 3, and Cat 5 tests.

  • Maintenance Contracts:

Maintenance agreements are now required for all passenger, freight, and escalator units.

  • Enhanced Vertical Transportation Requirements:

Stricter rules may result in higher operating costs for compliance.

  • Fireman’s Recall Requirements:

These will be enforced during all Periodic Inspections and Cat Tests.

  • Tracking Services:

Building Owners must implement tracking services to comply with new rules, regulations, and filing requirements to avoid penalties.

  • Additional Changes:

Filing fees, fines, and required forms have been revised. Compliance and filing timelines have been shortened, with new procedures introduced.

  • Multiple Tests Required:

  • Some units may require up to three separate tests.
