New Periodic Inspections and Compliance Filings as of January, 1, 2022.

Please note: As of January 1, 2022, PVT inspections are referred to as Periodic Inspections.


This change effects all building owners in New York City. Building owners now have the responsibility of initiating these inspections. These inspections shall be performed on behalf of an approved elevator consulting agency as referred to in the DOB Code as indicated by N1 of ASME A17.1 of appendix K – Section 28-304.6.


These Periodic Inspections must be performed between January 1st and December 31st of each calendar year. Also, please note that these Periodic Inspections must be performed by a certified elevator consulting company NOT affiliated with the agency that is performing the tests, elevator work or performing maintenance.


Periodic Inspections

Initial Inspection


Periodic inspections must be performed at least 3-months after CAT 1 test or previous Periodic Inspection.


Private Residence


· Periodic Inspections for a Private Residence may take place on the same day as the Cat 1 test.


New Elevator Installations

· Periodic Inspections for new installations shall be performed within the same year following the final acceptance test.



Periodic Inspection Filing


· Report of an unsafe or Hazardous condition. The NYC Department of Buildings must be notified within 24 hours.


· The report documenting all violating conditions, if any, with all applicable signatures must be filed with the NYC Department of Buildings within 14 days of inspection.


Periodic Inspection Corrections


· All defects must be corrected within 90-days of the inspection. After which an AOC must be filed. There are no extensions.


AOC Filing

· AOC must be filed within 14 days of correction. No extensions are provided.


· Every new and existing elevator or conveying system shall be inspected and tested in accordance with Table N1 of ASME A 17.1 as modified by chapter K1 of appendix K. of the New York city building code. Category 1 tests shall be performed between January 1st and December 31st of each year.


· All new and existing conveying or elevator system shall be inspected and tested in accordance with Table N1 of ASME A 17.1 as modified by chapter K1 of appendix K. of the New York city building code. Category 1 tests must be performed between January 1st and December 31st of each year.


Category Inspection Tests

· Category 1 Test shall be performed at a minimal time frame of 6 months from the date of the previous Category 1 test.


· Category 3 tests for water hydraulics shall be performed every 3-years on or before the anniversary month of the last Cat 3 test.


· Category 5 – Test shall be performed every five years on or before the anniversary month of the last Category 5 testing.


New Elevator Installations Tests

· Category 1 tests are now required on all new elevator installations in the calendar year following the final acceptance test.


· Category 3 tests for water hydraulics shall be performed every 3-years on or before the anniversary month of the last Cat 3 test.


· Category 5 – Test shall be performed every five years on or before the anniversary month of the last Category 5 testing.


Department Notification

· The department must be notified by the agency performing the test at least 5-days prior to the Cat 1, 3 and/or 5 testing.
